Under the Immigration Laws, the "Character" of the person whilst overseas, is a determining factor on whether he/she is granted a visa into Australia.
Its Not about his/her character whilst in Australia. He does not have to commit offences whilst in Australia, for his visa to be cancelled.
Although, the Gov will certainly add the additional argument that his "Agent" was an extension of him, as he/she represented Novak.
Now, Novak might have a civil case against his "Agent", but not against the Aust Gov.
Novak's admission that he was reckless and broke Serbian Laws, should be a determining factor on whether to grant him a visa - its the get-out-of-jail card for the Morrison Gov. The other part; not ticking the right box by his Agent, will be a side issue.
