Don't DMC also verify the status of the renters driving license with the Australian authority which issues them ?

Perhaps only Australian's can use DMC and only in Australia at the moment for that reason .

If this is the case it would be a double edged sword though - on one hand limiting DMC's reach , on the other raising the barrier for entry for competitors .

I second your question though . Anybody got any insights ?
