You are right about the importance of having access to consistent high grade ore. I wouldn't be surprised if the intention is to develop underground mining and then augment it with ore from the open pit. They could probably ramp up to close to 40,000 tones copper p.a. from an operation with ore mined from underground and open pit. And at that rate production costs will be lowered, ie. economies of scale.

The low copper price and the potential for the mine is what has attracted interested parties. Let's hope there is some tension amongst them and we end up getting competing offers.
