Normally, what I see when the "big boys" want to come into the share registry is that they try and "shake the tree" by throwing lots of volatility to flush out weak hands.

so I do not mean 489 million shares will be bought on market (as that never happened before without approval from board) but now it is very eerily quiet.

I want to see more volatility and high volume, then at least we know something is happening if not the status quote remains. ie only CFC on the table.
