    A couple of people have posted this article before that looks like HRL Laboratory have honed in on a chip design similar to Brainchip:

    What's hard to distinguish is what architectural design they have used for their neurons. This is developed under the DARPA funded SyNapse program, in which HP and IBM are a part of as well. Not sure if they are developing in collaboration with each other under the SyNapse program, if they are then the architecture can't be anything different from TrueNorth. Narayan Srinivasa has a lot of patents for HRL that can be found here. The patents have too many mumble jumble technical jargons  for a layman to understand and compare it to Brainchip so maybe someone with indepth knowledge can interpret it for us:

    Of particular interest is the latest patent, which sounds eerily similar to Brainchip but too technical to understand the difference:
