Goldfish, you certainly have taken a keen interest, and to be quite honest this to me often rings alarm bells! Regarding your sources, specifically the dollar figures provided, are these via the company/ or person related to the field? I am curious as initially you came onto the SBR thread with a minimal understanding of the company's history/ parties involved etc. - yet now are seemingly educated.

Overall your analogy is sound, the only discrepancy I might place is that any potential outside party would likely be driving the decision making process towards mining/ production; as essentially it will be their capital driving the process. Anything in my opinion to try and create otherwise would be detrimental to all parties in respect to the economically sound lead/ zinc deposit.
