Well Winsor and Panamax continued to run despite court order. Bear in mind Panamax was behind supermarket so they may not even have a licence. It was overturned in the end anyway.

I would think the court is toothless in Cambodia. Also, if it didn't come from the top, it would have been enforced long time ago.
