If your theory re Vendor re-purchase of Star Vegas and a win in the arbitration then that's a distinct possibility. I think he always has a plan to continue running his other Casino, but whether he ever thought he could buy back Star Vegas, who knows.

Judging by this snippet of commentary, the Vendor's position doesn't appear to be helping him in the Cambodian court system.
