    80+% across all resolutions... you cant fight city hall. But yo can keep them honest with questions and checks.

    Last step is CR, I see that as a formality, the low number would have been set by some understanding across major investors. A ring of indorsement would be if target was exceeding, that would change the dynamic from the outset.
