They'll wait for CL pilot run results as prove of the tech's commercialization and of its potential/value. There was a change in design. They built there the observation platform ... I wish to know what're its purposes and for which parties it's intended.
Hopefully gov gets involved with money. In one of the last announcements the language used was state "support" finance. Not just state finance (not the exact wording but the meaning fits.)
