DOE fund has been conditional approved in 11/09/23, and just pending final approval,which shouldn't be far away.
NVX has received its approval today. SYR should received it shortly.
Most importantly, the conditional approval was before China announcing export control on graphite and PM visiting US, hence formal approval/grant is imminent.
I think the formal approval will coincide with the commissioning of the Vadlia AAM planet in US.
