How does the "Rocket Captain" (as per the notice) get to own...

How does the "Rocket Captain" (as per the notice) get to own that many shares in the company without having to take it over? That's beyond creep provisions.

Also, from what I read in one of the ANN's, the shares cost .0001c (from SPP, underwriting, underwriting fees, etc). He, or anyone doubles their money if they can ever find a buyer @ .0002c.
