but I suppose they wanted it be be announced yesterday.
the thing is when it is announced all will want in, yet they cannot see now is the time to get it under 30

I said it before that the bankers would not give them the money unless they had a guarantee that kwanza would be delivered, and the bankers would want that in writing, so who could give them that,
the only ones I see would be the Angolans themselves.
who else would the bankers accept an assuance from.

It is pretty obvious but I don't know how else MS could say the Kwanza permit is or will be awarded.
