This is not dissimilar to our friends who speak of intelligent design.
Whatever this God is it is not subject to any kind of limits that are aspects of the physical, contingent world. So God is not intelligent, God is all knowing. God is not a designer, God is the cause of all things being.
Free will in a limited sense is an aspect of the choices humans make each day. If the totality of the universe is an emanation of the will of this Unknowable Spiritual Essence, then no constraints such as free will can be applied or apply to this Essence.
To have free will is to be able to think, judge and reason and is subject to time. This Spiritual Essence is timeless and beyond such processes.
I don't imagine a hands on God who has to make decisions each day. God is impersonal and unknowable. The entire process of the evolution of matter and life was put into action and had a beginning of sorts. The end and the beginning and all between are the same in a timeless realm. So the last action came into being with the first action.
In our physical realm composition that leads to decomposition we see such actions roll out along a time line. Because we are embedded in time we have a modicum of free will as we travel a very short distance through time. Beyond time we are immortal and once immortal we have no free will.
