I don't complain; a moderator doesn't need to wait for a complaint.
Some people don't dare to complain. I dealt with a case 3 days ago where some posters asked me to take action on a matter; they used my email address as they didn't want their names in the open.
I am appointed by H/C to make decisions; I just apply the H/C rules. That is my duty.
And if one doesn't agree with my decision all he has to do is to contact H/C.
