Be careful when you look at the 2010,11,12 Rae earth prices, these were an anomaly brought on by the Chinese who created a shortage globally by putting export limits on.
Look at 2009 and before prices which were low and reasonably steady then a ramp up in 2010 a peak in 2011 and declining in 2012.
During this boom in prices, users of REE spent a lot if R&D funds on alternate technologies, if prices get unreasonable, demand will fall as companies put their alternatives in play.
Prices need to be sustainable for both the producer and user of REE.
