The evidence is crystal clear and the same in every country I've seen that has promoted vaping as a safer alternative.  Regulation of vaping kills the black market and provides adults with a much safer alternative to deadly cigarettes, banning vaping just leaves the black market as the only market and they don't care who they sell to
