If vaping and smoking is going up, but the regulation changes were only to vaping, how do you come to the assumption of causality? If vaping had dropped off after the ban but smoking increased, the point would be sound (harsh restrictions have led people to turn to cigarettes)

If more people are vaping even with the bans, what makes you think more modest change would cause vaping #s to go down?
