I think the question is whether after residue is removed, they will give license after September 2019. I doubt.
Basically said, go remove or pay us less now. You prefer go remove, fine, you will have to pay us more to get license approval in September.
Do it now before September before you ask to do only one of those two. They might be all agreed that zero pay to them is unacceptable.
