I feel for you Wombat. We had a dog trained sometimes it would work. We paid a lot for it and it took months but he just wanted to get out and would resort to the most amazing things. I put water balloons on the fence to stop him jumping, even pepper. We built one side of the fence so high but then he started digging underneath. What we did was walk him around the neighbourhood after work and on weekends so people knew he was ours. If he got out someone would ring me at work. I never tried the collar myself. Just persevered until he about 2 and then we got another dog as a companion for him. He seemed more settled then. Our neighbours were very understanding. I'd even ask the vet about training.
