Well this is from a recent FXL report:
"the underwritten portion of the Entitlement Offer is designed to provide funding certainty for the estimated $115 million of capital requirement to support flexigroup’s growth outlook, whilst minimising shareholder dilution"
They needed $115m which they had fully underwritten so they'll get exactly what they needed or more. The excess capital that will be received on top of the $115 will likely pay towards the underwriters (underwriting a retail raise is expensive af).
So you might see it as a failure, but given the situation FXL is in I wouldn't view it as such.
