I think you are right / from my understanding. I also understand that in indigenous communities across the world it is in those communities where they decide enough is enough and start building a sense of pride, address alcoholism and have strong community control over behaviour that the problems start to dissipate. I believe women play a significant part in this with some supportive men
it is sad that this has been part of colonialism and the legacy lives on
