Accepting this social conduct is no deterrent because at the moment - using your logic - it is just getting worse.
The first sign of insanity is doing the same things over and over and expecting a different result.
So please stop with the crocodile tears when you are not willing to do anything that might change the outcome.
Put these delinquents out in a working station in the outback - teach them new skills and respect for the community and you might just get a different outcome.
