I don't know what the extra $1Bn will do. it depends on how it's spent. but clearly the govt support has always been inadequate for the need.

Not necessarily - correlation is not causation but merely worthy of a look. Marriage rates and birth rates are down, and they too are correlated.

No progress may be being made accordingly at all but just a reflection of the way society now lives.
