Let's ignore the 3rd or 4th project part (it's irrelevant for now to the point being made). I think you're spot on the money. Crammer's point seems to be mostly about pipe dream LNG projects (these were always pipe dreams, but have been highlighted even more as such in the recent scrutiny). Beyond that, his point about 2 projects seemed to be more about the only 2 projects he currently takes seriously vs their only ever being 2 projects (although he does seem to say that at one point). It seems like he's effectively saying I'm not going to consider any project as serious until it's under construction and this that and the other has been sorted out. It's one way of being conservative without bothering to assess the likelihood of any other projects. However, I generally don't give much thought to what Cramer has to say: he's a bit of a shock jock!
