Zerohedge didn't conduct the study. They are quoting from the study.
There's a link to the study (pdf) in the text I quoted.
The executive summary at the beginning is a good read. The fraud has to get down to 5% - 4% for a tie and 3% or less for a Biden win.
So the 28.2% fraud figure in the study carries a lot of weight.
