don't know why they wanted to deal with Posco alone!! no competetive tension. Where are the authorities in all of this? I guess it's a grey area but it is collusion of buyers, which in theory is anticompetitive.
It's like being at an auction of several shopping centres ( or houses, trucks etc) with only two bidders and they work out tge gets of a deal between themselves beforehand, then only one bids!
not a real bad outcome I guess though
