I think you miss the whole point of what they are trying to achieve. You hit it on the head when you say you can’t have tourism without travelling, hence the support the travel industry needs to survive. The government will provide support in any way they can as tourism is essential to Australia once travel opens up again. An airline is essential, something like WEB or FLT is not. American Airlines came out and stated they are going to cut 20% of their work force, the industry as a whole is in huge trouble. Blind Freddy can see that. The support will be focused around the essential parts of the travel industry.
