Not sure why everyone is being so negative about this.
There is good reason for it to return by 1/1/21, and that reason is $30+ billion in revenue from international students. If the date is missed they may have to wait another 12 months to be able to obtain that amount again. Not to mention the staff that would be cut if universities had to go another 12 months without their primary food source.
