We can look at some recent history regarding lifting restrictions. for example the day after they determined the amount was $6 billion a week to keep everything locked down they decide it was all good to go. I honestly thought that was too earlier and pushed back against it in forums and people said it needed to happen to benefit the economy. So in using that same logic, if they do not lift travel restrictions and the benefit of the economy was a driver in the past, and we are looking at much larger numbers being impacted, they will need to lift travel restrictions earlier than later - specifically when there are deadlines in obtaining said money's ie international students is a big one, tourism industry is another..
