I think the market is just pricing in a spp around 5 cents..
Why wouldn't people sell SOME of their shares for a higher price if they thought they could get them back for 5 cents through the spp.
The option/share discount is narrowing now as well, which I guess supports this theory too.
Another possibility is people would want to drive the price down to get a cheaper price for the spp. Perhaps if PRR were to announce the SPP details, we might have some more certainty.
