The billion dollars and time frame you refer too is completely false and misleading.
I dont have the time to go into it but I recall an earlier port (think maybe by chihawk) that sets out the potential costs of mining and producing results from this the (Crown) polymetals.
maybe someone else can comment but it wont be a 1 bil$
