Based on Occam's razor, this is a sensible conjecture. I note there is one slight wording difference. In the 2014 announcement it was proposed changes. In this one it is potential changes...guess we'll know soon enough.
Although I agree that most likely announcement will concern go head for Paducah, based on no evidence, how about an announcement for GE to buy out the other partners? That would be cool.
To be honest I am surprised that we are not under takeover.
