There is no need for either a second mill or a road. All of the Highway Reward ore was treated through Thalanga and that was when the price that was nowhere near the $1.40/lb of today We are only talking a few extra k's for Liontown to the mill so it will not be a problem. I believe that a new road would be more problematic than using the existing infrastructure, even though it is only about 15k as the crow flies, a new road would have to cross several sizable tributaries to the Campaspe River. They are usually dry, but are prone to flood.
