I think speaking fluent English is a must before being given Australian citizenship.
If you wont do it before, you never will.
Hard to understand Aussie culture and laws when you can't speak the language.
Even Aussies who speak Australian sometimes misunderstand a communication from another. H.C. is a good example.
In an emergency you need to be understood and quickly.
