You are right while you can expect some deaths in vulnerable populations the fundamental failure of the feds to work side by side with the states early and swiftly to build a sensible remote quarantine system is why we have had far more deaths than we should have given we can completely control our borders; most out breaks were the result of failed quarantine in metro areas- many primary school level thinkers are capable of realizing this.
