first - somalia ratifies Ranges deal in Puntland.. business as usual

second - somalia does not recognise ranges deal and it is voided(can that even happen with pl reps in the somali government)

i also read a note over the leaked 41 page legislation to reuters... since when does 41 pages cover petroleum laws for ANY country? doesnt seem to be comprehensive.... Somali govt saber rattling then later folding, again??
