US markets have "circuit breakers", which will suspend trading when they trip. It's used to disrupt volatility, which has been increased due to all the algorithm trading.

There have been several trips in the last couple weeks.
Personally I have been buying FLT recently - they're a great Co., with great management. Sure they have problems, but I'm betting they'll be overcome. A lot of uncertainty here for sure, but that's why it's been sold-off so hard. May well get cheaper in the short-term though - who knows?
