I'm not sure that anything was "built" here. It appears more accurate that, at a strategic level, this business simply found itself in the right place at the right time. Now it's the reverse and it's hard to predict where the bottom will be. On an operational level there's no doubt been people within the business that have driven positive outcomes, it's the strategy that's been lacking. Many businesses face this problem but Decmil appears more exposed than most as the past catches up with it and it runs out of work.
