If you are referring to the agreement to sell the mining and resource assets to CSD it's nothing to do with Chinese hold ups.
Yet again it is the hopeless bureaucracy in the Office of State Revenue and quite likely the Dept of Mines. There is a significant difference between states as to the speed of execution and you do not want to put that process at risk by asking them to hurry up!!
Australia suggests that it is improving its deal processes but in reality it's not happening especially if there is the slightest sign of public dissent. No wonder investment in mining is dwindling quite apart from the decline in US$ commodity prices
