I think only if it has a material effect. This way, companies who don't get a tender (or major contract etc) and, as a result, plod along financially as before, don't have to announce obvious failures to the market. I mean, CWE didn't get the Canada project a year back and that was never announced. It wasn't until I questioned them about it that they told me they hadn't got it.
