Absolutely correct. IndoCHine is not a miner, but its not an early stage explorer either, explorers are sitting on a small amount of drilling 1,000-10,000metres, with no PFS or BFS in sight, drilling hoping to lift their JORC Resource.
IndoChine is a Gold Mine Developer since they have 365 drill holes completed which equates to 30,000-40,000 of metres drilled, PFS to be completed in 2 months and BFS within 6 months.
Regarding your last comment about issuing too many shares, he makes a very interesting comment in his presentation to large Gold Institutions in April 2012. Our large institutional investors have asked Mr Promnitz not to "pony up with a major gold miner too soon, try and give us maximum exposure to this project....."
But to bring the mine to life with the ultra high grade shallow gold producing 150,000 ounces per year with zero cash cost (paid for, as Janus reminds us :), by the high grade silver) to pay for the large scale mine further down the track.

The timeline below shows August 2012 PFS completion. At this time, the geological engineers will be able to prove the $0 Cash Cost to mine and process the gold by selling off the 20million ounces of silver.
If you look at the 30,000-40,000 metres of previous drilling, Mt Kare has been extensively explored, hence our advanced gold mine development project.
There is a lot of exciting potential for our Mt Kare project especially since you can see how deep our sister mountain hold her gold, over 1kilometre!
We have only had drilling go down 350metres.....:)
And the gold and silver grades speak for themselves.
So yes, you are right we aren't in production, but we aren't just an explorer.
