A limit on the futures doesn't stop Europe trading and potentially falling in a heap which has the same effect as if the futures were trading. All it does is not allow the US futures market to dictate to Europe what to do next.
Anyway, if you want to know how many % the US futures are down you could just take the FTSE or DAX % drop as a rough proxy.
