The key word should probably be that they are ""trying"" to do the best they can. Despite impressions, economic theory is just that, theory, and it's a very inexact science at that. The one variable that cannot be factored into any economic mathematical model with any degree of accuracy or correlation is the "psychological" influence. On top of that, for fear of the unknown or being incorrect, they generally take a conservative approach. Therefore they let us die by a thousand cuts (or was it lashes?) as club so succinctly put it earlier, even though allowing a quick "big bang" correction may be a logical option, the consequences of it not working as expected could be disastrous. Personally I believe this would be the better option for reasons stated elsewhere in this post.
