It also means there is no strong demand for the stock to prevent the price from going down (I know, captain obvious).
With a stock like this that relies on news events to really move the price you have to be prepared to sit out long periods of sp trickle down as people lose interest.
Those who follow and invest in PRR know the story frontwards and backwards. Good things will come. Just gotta sit on your hands for awhile.
