What effort have they done?

A few announcements and a cap raising from issuing more shares. All this over 18 months is not doing much.

They need to consider the market will no longer accomodate this type of company. Ramping up shells doesn't work anymore in this market.

Just look at WMT and BLR - all the big money has already been made and left the building long ago.

The only ones left are the suckers holding the baby.
