    Micheal,
Implementation takes time espeacially in the the oil and gas game. It is not as simple as saying " hey lets go drill a few holes". In all honesty the 2nd half of next year to start developing Surprise would be a reasonable result.
IMHO opinion Micheal, Dalton and Mr Herrington ( one of the best in field development imho ) would already have their heads together planning for the development. By the time information on the surprise field is delivered to market they will already have or have begun to get pricing from various contractors for the works required and a business case before the board for approval.
Once that is completed, one would hope that the nessercery government requirements within the plan would be straight forward and approval from the regulartory bodies forth-comming. Only then are you are able to give the green light to finalise contract negotiations and organise boots and hardhats on the ground. The companies contracted then need time to mobilize.
Again it sounds easy but it takes alot longer than you think.
    Patience is needed.
