I contacted the company recently and they confirmed that the Singapore plant is on budget.

According to the prospectus the Singapore plant was to cost A$135 million. According to the quarterly cashflow reports to 31/12/07 NFL had outlayed A$104 million and still had A$37.9 million in cash.

Looks like they will cut it a touch finer than I'd prefer but provided the glycerine refining plans work then they should manage to get by without needing additional funding for working capital.
