These guys have similar distances and same probs with return water ect, they must think it is cheaper to make and run. Also running costs would be small.
Our problem would be not enough water in our area, and we would have to run it back and reuse. The barges would not be that expensive.
I think the numbers would have been run on this by many small start up with no rail ect.
