I'm just being logical. Fundamentally they've been bleeding cash every quarter with no revenue for the past few years. This means they need to keep pumping the stock to fuel continuous capital raises and dilution.
How much dilution now? Of course institutionals are happy to jump on when you give away your stock at $0.015, a massive discount.
Always talk on projects and contracts that don't seem to be generating any actual revenue.

$1M cash burn last quarter? How many more quarters before they raise and dilute again? Waiting for a Tesla contract? Stop dreaming guys.
